All recruitment agencies who wish to apply for accreditation to provide Pre-Departure Orientation Seminar (PDOS) on their organization must follow the requirements and go through the process as shared by OWWA. Please check out the guidelines below to become a certified PDOS provider.

Overseas Workers Welfare Administration (OWWA) is a national government organization tasked with creating and executing welfare programs and services to meet the needs of its members, who are overseas workers and their families.

OWWA supports OFWs and their dependents by providing scholarships, insurance, and educational opportunities. When OFWs leave the country, they are required to attend a PDOS seminar. The OWWA will accredit PDOS providers, which include companies such as Local Manning Agencies, Philippine Recruitment Agencies, Industry Associations, and Non-Governmental Organizations.

Qualified Local Manning Agencies, Philippine Recruitment Agencies, Industry Associations, and Non-Governmental Organizations are granted accreditation to conduct Pre-Departure Orientation Seminar (PDOS) for departing overseas Filipino workers, both land-based and sea-based.

  • Copy of license to operate from POEA (in case of recruitment/manning) (You can get it in POEA-Philippine Overseas Employment Administration)
  • Trainer’s bio-data and copy of Certificate of Participation / Completion of PDOS Trainers’ Training (You can get it in PDOS Development and Monitoring Unit-PDMU).

How to Get Certified to Conduct PDOS Seminars (for Job Agencies)

Here are the steps below in order to get a certification / accreditation from OWWA for you to be able to provide PDOS seminars to your OFW applicants:

Step 1: The qualified organization may go to the PDOS Development and Monitoring Unit (PDMU).

Step 2: Ask for the application form, fill in the details and submit the form.

Step 3: The qualified organization must ensure that trainers undergo the Training of Trainers orientation (Orientation for PDOS Trainers).

Step 4: For the inspection, the qualified organization must prepare the PDOS venue.

Step 5: You must comply with the requirements and qualifications once they inspect the PDOS venue (if the documentary requirements are complete, the trainers have finished the orientation/TOT, and the PDOS venue is in order, it is recommended for accreditation approval).

Step 6: You can obtain your organization’s accreditation certificate at PDMU.
