Overview

In consonance with the pertinent provisions and mandate of the Commission on Higher Education (CHED) under Republic Act (RA) No. 7722 otherwise known as the “Higher Education Act of 1994,” and pursuant to Special Provision No. 8 Applicable to SUCs of RA No. 10964 also known as the General Appropriations Act of FY 2018 with the Department of Budget and Management jointly issued implementing guidelines to ensure that the amount appropriated shall be used exclusively for the grant of tuition fee subsidy to all medical students enrolled in the eight (8) identified SUCs offering Doctor of Medicine Program. This Program shall be known as the Cash Grant to Medical Students Enrolled in State Universities and Colleges (CGMS-SUCs).

The agencies concerned shall adopt a strict policy on transparency and accountability in the disbursement of the funds and shall be governed by the existing laws. The SUCs shall submit through CHED CO the semestral reports on the utilization of funds, including the list of beneficiaries. SUCs shall create StuFAPs Committees who will oversee the operation and implementation of the CGMS-SUCs. The SUCs shall also provide help towards sustainability of primary care services, public health programs, and overall community development in the partner communities.

Its counterpart, CHED and the Department of Health (DOH), shall ensure that the responsibilities and obligations of SUCs are being followed. CHED on its part, shall facilitate the timely release of fund transfer to SUCs. Meanwhile, the DOH shall assist in the placement of the grantees who want to perform their return service work as a Doctor to the Barrios or as a physician in any institution that is under the DOH.

What is CHED Cash Grant for Medical Students Enrolled in State Universities and Colleges (CGMS-SUCs)?

The Cash Grant to Medical Students Enrolled in State Universities and Colleges (CGMS-SUCs) is intended for all Filipino medical students, both new and continuing, who are enrolled in the Doctor of Medicine Program. The SUCs, CHED, DOH, and DBM shall coordinate with each other in the smooth flow of transactions starting from the release of funds up to return service of the Doctor.

The Return Service must be duly approved by the SUCs’ governing board such that beneficiaries shall adhere to the internal policy on Return Service. Likewise, the concerned agencies shall adopt a strict policy on transparency and accountability in the disbursement of funds.

Benefits

The student-grantee shall be entitled to receive one hundred percent (100%) tuition fee subsidy based on the actual tuition fee of their respective SUCs.

Additional forms of financial assistance are available for eligible students, including a

  • Book Allowance of Php 14,000.00,
  • Uniform Allowance of Php 6,000.00,
  • Experiential Learning Activities funding of Php 10,000.00, and
  • Living Allowance of Php 7,000.00 per academic year.

These allowances are provided to support the educational expenses and experiences of qualified students who meet the eligibility requirements. The beneficiary, however, must avail of only one government funded financial assistance program for tuition fee.
