What is Pambansang Pabahay Para sa Pilipino Program (4PH)?
The Pambansang Pabahay Para sa Pilipino Program (4PH) was developed to provide OFWs with a reasonably priced option of home ownership. Along with being accessible since they are in-city developments, the 4PH housing projects are economical, sustainable, and of higher quality than housing projects purchased from private corporations.
There is no cap on this as long as OFWs are applying and there are units available. Also, as long as they meet the requirements, they can avail.

Qualifications
Both current and former OFWs are eligible, particularly if they are still actively participating in the Pag-IBIG fund and can provide documentation of their prior OFW status. To apply for the 4PH Housing Program, OFWs must meet all four pre-qualification requirements.
- The applicant is a registered Overseas Filipino Worker (OFW), either employed or retired
- The OFW applicant does not own any property at all
- The applicant is a Pag-IBIG Fund member
- A family is limited to one OFW application per household

- Letter of Intent submitted by Congresswoman Marissa “Del Mar” Magsino on behalf of the OFW Party List
- Signed Undertaking
- Any copy of the following documents:
- Overseas Employment Certificate (OEC)
- OWWA Membership Receipt
- Verified or Certified Employment Contract certified by the Department of Migrant Workers (DMW) and Migrant Workers’ Offices (MWOs)

How to Apply for Pambansang Pabahay Para sa Mga OFW via OFW Party List
OFWs can file their 4PH application through the OFW Party List by following the steps below:
Step 1: Send a message to the OFW Party List’s social media to request the 4PH downloaded forms.
Step 2: Complete all the needed documents.
Step 3: Scan the necessary documents and send them to OFW Party List’s social media.
Step 4: The list of applicants and their requirements will be submitted to DHSUD.
Step 5: The DHSUD will verify the list of applicants and their requirements submitted by the OFW Party List.
Note: It’s best to keep track of the OFW Party List social media accounts for updates as the verification could take many months.
Step 6: DHSUD will endorse the verified applicant to the Pag-IBIG Fund.
Step 7: The Pag-IBIG Fund will get in touch with the verified applicants to go over the following steps in the procedure and what documents need to be submitted to the office for approval and final assessment.
