The Pambansang Pabahay is a program established by the OFW Party List to provide affordable and decent housing for Overseas Filipino Workers (OFWs). This initiative aims to address the housing needs of OFWs, who often face challenges when it comes to finding suitable and secure housing options in their home country.

One of the main goals of Pambansang Pabahay is to provide an accessible and affordable housing option for OFWs, who have sacrificed being away from their families in order to provide a better life for them. This program recognizes the hard work and contributions of OFWs to the economy of the Philippines and seeks to give back by providing them with a safe and comfortable place they can call home.

The Department of Migrant Workers (DMW) signed a Memorandum of Understanding (MOU) with the Department of Human Settlements and Urban Development (DHSUD) and the Pag-IBIG Fund, identified as Pambansang Pabahay para sa Pilipino (4PH), to help fulfill the dream of every OFW to own their own house.

What is Pambansang Pabahay Para sa Pilipino Program (4PH)?

The Pambansang Pabahay Para sa Pilipino Program (4PH) was developed to provide OFWs with a reasonably priced option of home ownership. Along with being accessible since they are in-city developments, the 4PH housing projects are economical, sustainable, and of higher quality than housing projects purchased from private corporations.

There is no cap on this as long as OFWs are applying and there are units available. Also, as long as they meet the requirements, they can avail.

Both current and former OFWs are eligible, particularly if they are still actively participating in the Pag-IBIG fund and can provide documentation of their prior OFW status. To apply for the 4PH Housing Program, OFWs must meet all four pre-qualification requirements.

  • The applicant is a registered Overseas Filipino Worker (OFW), either employed or retired
  • The OFW applicant does not own any property at all
  • The applicant is a Pag-IBIG Fund member
  • A family is limited to one OFW application per household


  • Completed National Housing for OFW Application Forms
  • Letter of Intent submitted by Congresswoman Marissa “Del Mar” Magsino on behalf of the OFW Party List
  • Signed Undertaking
  • Any copy of the following documents:
    • Overseas Employment Certificate (OEC)
    • OWWA Membership Receipt
    • Verified or Certified Employment Contract certified by the Department of Migrant Workers (DMW) and Migrant Workers’ Offices (MWOs)

How to Apply for Pambansang Pabahay Para sa Mga OFW via OFW Party List

OFWs can file their 4PH application through the OFW Party List by following the steps below:

Step 1: Send a message to the OFW Party List’s social media to request the 4PH downloaded forms.

Step 2: Complete all the needed documents.

Step 3: Scan the necessary documents and send them to OFW Party List’s social media.

Step 4: The list of applicants and their requirements will be submitted to DHSUD.

Step 5: The DHSUD will verify the list of applicants and their requirements submitted by the OFW Party List.

Note: It’s best to keep track of the OFW Party List social media accounts for updates as the verification could take many months.

Step 6: DHSUD will endorse the verified applicant to the Pag-IBIG Fund.

Step 7: The Pag-IBIG Fund will get in touch with the verified applicants to go over the following steps in the procedure and what documents need to be submitted to the office for approval and final assessment.

The government of the Philippines has a socialized housing program called Pambansang Pabahay Para sa Pilipino (4PH). In all parts of the country, DHSUD will allot housing projects under 4PH to qualifying OFWs who do not own a house or piece of land.

The verified applicant will be required to pay P3,500.00 every month. The repayment period is thirty (30) years. The P3,500.00 monthly amortization, according to DHSUD, covers insurance and estate management costs.

The Pag-IBIG Fund will be in charge of the program’s finances, including applicant verification.

The government established the Pambansang Pabahay Para sa Pilipino Program (4PH) as its most important program and mandated all government departments to compile a list of suitable land for the program. DSHUD as the principal government agency in charge of administering housing and human settlements throughout the country, will take the lead in implementing the program.
