If you are an OFW living in Germany and planning to invite your relatives or friends from the Philippines, it is important that they have an Affidavit of Support and Guarantee (ASG) issued the Philippine government. This document serves as a guarantee that you will take full responsibility for their stay in Germany and ensure that they will not be a burden to the German government.

Filipinos specifically living in Hessen, Nordhein-Westfalen, Thüringen, Baden-Württemberg, Rheinland-Pfalz, Saarland, and Bayern can apply for an Affidavit of Support and Guarantee (ASG) by visiting the Philippine Consulate General in Frankfurt, which is located at Westend Carree, Grüneburgweg 16-18, 1st Floor, 60322 Frankfurt Am Main, Germany.

ASG can be applied in two scenarios: firstly, when a sponsored individual is traveling with their sponsor, or secondly, when the sponsor lives in one of the German states governed by the consulate. The sponsor will pay all or most of the sponsored individual’s travel expenses, as long as the sponsored individual remains under their care while in Germany.

Please remember that the application requires specific requirements from both the sponsor and the sponsored individual, such as a valid passport, proof of the relationship, a pay slips, and so forth.

Qualifications

OFWs can submit an ASG to sponsor a relative if they are of first and second-degree consanguinity or affinity.

Requirements

Currently, the Apostille arrangement between the Philippines and Germany is not in effect, even though both countries are parties to the 1961 Apostille Convention. Because of this, documents issued in Germany still need to be verified or authorized by the appropriate Philippine Embassy or Consulate before being used in the Philippines.

Provide two (2) copies of the following requirements for ASG:

  • Sponsor’s Formal Obligation (Verpflightungserklärung) to the guest they are sponsoring
  • Sponsor’s valid passport or ID
  • Sponsored individual’s valid passport or ID
  • Sponsor and the sponsored individual proof of relationship\
  • Sponsor’s proof of financial capabilities (pay slip, bank statements/certificates, etc.)
  • Prepaid, self-addressed return envelope (EUR 4.25 for Einschreiben service)

Processing Fees

  • €27.50 per document – Processing time: 5 business days for regular processing
  • €27.50 per document – Fee for submission of documents via mail: (inclusive of processing and postage)
  • additional €20 fee – Express service (processed within 3 business days – applicable for personal submission only)
  • EUR 4.25 for Einschreiben service – Fee for Self-Addressed Prepaid Return Envelope

Notes:

  • Additional fee for pre-authentication by the relevant Landgericht and notarization by a German notary may apply
  • Express processing: For an extra fee of €11.00 per document, applicants may apply in person at the Philippine Consulate General in Frankfurt for faster processing and delivery of the ASG document(s) n on the next business day.
  • Regular processing: After five (5) working days, applicants can pick up the processed document(s) from the Consulate General or mail them back using a pre-paid, self-addressed return envelope.

How to Apply for ASG at the PCG Frankfurt Office in Germany

To help you with the process, here are the steps on how to apply for an ASG at the PCG Frankfurt office in Germany:

Step 1: Download and fill out the ASG form.

Step 2: Ask the relevant German authorities to pre-authenticate the documents.

Note: Documents must ONLY be signed at the Consulate if submitted in PERSON. If submitting over mail, each original document needs to be pre-authenticated by the appropriate Landgericht and attested by a German notary.

Step 3: Gather all of the documents, including one (1) photocopy and the original documents.

Step 4: File an ASG application.

There are 2 ways to file an ASG in Frankfurt: Submitting the documents in person and submitting via Postal Mail.

A. Personal Submission of Documents at Philippine Consulate Office

If you’re going to submit the documents in person, follow the instructions listed below:

    2. Write your full name and contact details.

    11. Prepare the return envelope, which should be self-addressed and prepaid (EUR 4.25 for Einschreiben service).
  1. During the Day of Appointment at PCG Frankfurt 
    1. Visit the Philippine Consulate General in Frankfurt on the day of your appointment. Bring the original documents, one (1) photocopy of each requirement, one (1) photocopy of the front and back of your Personalausweis or the biodata page of your passport, and your appointment confirmation.
    2. Request a queue number.
    3. When your number is called, proceed to the Consular Section.
    4. Be ready to pay €27.50 in cash for each document.
    5. Wait for get further instructions to claim the notarized ASG.

B. Send ASG Documents via Postal Mail

    1. If you’re going to submit the documents via mail/post, follow the instructions listed below:

    9. Wait for the release of your ASG document(s).

Step 5: Wait for the release of ASG documents.

When everything is complete and accepted, you will be asked to return to the office (usually within 5 business days for regular processing) for the release of the notarized ASG form. Once released, you may send the document to your recipient back in the Philippines.
