The project was an initiative of then Monica Louise Prieto-Teodoro, Rep. of Tarlac, who invested a large portion of her congressional funds in order to build the center.

The boys’ and girls’ dormitories at Amor Village are spacious, totaling 8,000 square meters, and can hold up to 80 children. The special education classroom, playroom, library, psychology, and therapy room are all placed in a separate building at the facility. The center’s kitchen and dining area are placed in another building.

The center also has a livelihood area, covered court, conference and training rooms, as well as an administration building. Moreover, the expansive grounds of the area are perfect for a picnic. The village is regulated by the Department of Social Welfare and Development (DSWD) and operated with government subsidies.
