The Department of Social Welfare and Development (DSWD) has announced a major milestone for families of OFWs. Under the Expanded Solo Parents Welfare Act (Republic Act No. 11861), spouses of OFWs who work abroad for at least one continuous year are now officially recognized as solo parents. This recognition acknowledges the immense sacrifices these families endure and provides solo parents with significant benefits and privileges.

Expanded Definition of Solo Parents

The new law broadens the definition of solo parent to include more diverse family situations. Beyond the traditional scenarios of abandonment, annulment, or the death of a partner, the law now provides recognition to OFW spouses. Even if they receive financial support from their partners, these spouses qualify if their partner’s absence spans at least one uninterrupted year.

The law also extends to other individuals providing sole parental care, such as legal guardians, adoptive or foster parents, and relatives up to the fourth degree of consanguinity. Pregnant women who are solely responsible for their unborn child also qualify. This inclusive framework reflects the government’s effort to adapt to the unique challenges faced by modern families.

Benefits for Solo Parents

Under the Expanded Solo Parents Welfare Act, recognized solo parents gain access to a host of benefits aimed at easing financial and caregiving burdens.

  • Monthly Cash Subsidy
    Solo parents earning at or below minimum wage are entitled to a monthly cash aid of ₱1,000, provided by their respective local government units (LGUs).

  • Health Coverage
    All solo parents are automatically enrolled in the National Health Insurance Program (NHIP) through PhilHealth, ensuring access to medical services for both parent and child.

  • Essential Discounts
    Solo parents earning less than ₱250,000 annually can avail of a 10% discount and VAT exemption on essential items such as milk, food, vitamins, diapers, and medicine for their children until they reach six years old.

  • Housing and Employment Benefits
    They are given prioritization in housing programs, job opportunities, and continuous access to livelihood training and skills development.

  • Educational Support
    Solo parents and their children are eligible for scholarships and other educational programs offered by the Department of Education (DepEd), the Commission on Higher Education (CHED), and the Technical Education and Skills Development Authority (TESDA).

Registration Process for Benefits

To avail themselves of these benefits, eligible individuals must register as solo parents with their local government units. The Solo Parent ID, issued by municipal or city social welfare and development offices, is a critical requirement. Unlike other government IDs, the Solo Parent ID must be renewed annually to ensure an updated record of eligibility.

DSWD officials stress the importance of local registration, as it allows LGUs to efficiently provide resources and support to qualified individuals. This decentralized process ensures that assistance directly reaches those in need while allowing adjustments based on local demands.
